Mike Jones
Michael Jones is a
director of an independent family-run firm in Cardiff. Michael
joined the NAEA in 1971 as a student member, and became a corporate
member in 1975. He was a member of the South Wales Branch
Committee from 1977 until 2011, and was elected to the then NAEA
Executive Committee in 1985. In 1992 he was elected as
President of the NAEA, and became the first person to be elected
for a second term as President when he took office again in May
2010. He played an active part in developing and launching
the licensed NAEA and ARLA member grades. Michael Jones is a
licensed member of NAEA, and also of ARLA. Michael remained
on the NAEA Executive Committee until the inception of the National
Federation of Property Professionals in 2005. He was then elected
as a member of the Board of Directors, and remained on the Board
until 2011.
Michael has sat on tribunals since the mid-1980's. He chaired the
Disciplinary Panel over several years until becoming the Business
Practices Officer in 1996. His duties as BPO included; assessing
complaints against members of the professional body to determine
whether there was prima facie evidence of a breach of the Rules of
Conduct; preparing and presenting cases at Disciplinary Tribunals;
attending at Disciplinary Appeal Tribunals; attending committee
meetings to consider compliance issues. He remained as BPO until
the role was discontinued following the appointment of an in-house
caseworker.
Richard Hair
Richard is the joint senior partner of
Hair & Son which is an independent family run firm of Estate
Agents, Surveyors and Auctioneers, established in 1922 with five
offices in the Southend on Sea area, trading in all aspects of
residential and commercial agency.
Richard joined the NAEA in 1978,
has been an active member of the Essex branch since the early
1980's, acting as chairman of the branch on two occasions, was
elected to the executive committee of the NAEA and served as
president from 2004-2005.
Richard has served as chairman of
the NAEA publications events sub-committee, chairman of the NAEA
insurance sub-committee, is a past member of NAEA council, is a
member of the College of Fellows and is currently the NAEA
representative on the Land Registry Advisory Council.
Richard is chair of trustees of
HARP, the largest homeless charity in the Southend on Sea area,
housing over 60 people. HARP received a Queens Award for Voluntary
Service on 2nd June 2012. Richard is a director Land
Investments which is a private investment company handing the
acquisition and management of residential and commercial
investments in Essex.
Neville Pedersen
Neville has been a member
of NAEA since the late 70s, became a Fellow in 1984 and was elected
to the College of Fellows in 1999. Neville is currently one
of the Chairman of Disciplinary and has been so for more than 10
years.
Prior to the development of the
NFOPP group Neville was a Branch Chairman of Berkshire Branch,
member of NAEA Executive, Chairman of Residential Lettings and a
member of the insurance working group. He has also served on the
ARLA Divisional Council. Neville's specialist field is block
management and residential lettings.
Jim Atkins
Jim entered the estate agency profession in 1967 in Surrey. He
moved to Bournemouth the following year and he became a
Director and later a shareholder in an independent firm that grew
to eight offices. The business was sold to Nationwide Building
Society in 1986 and Jim continued with Nationwide for a further
three years. In 1990 Jim opened a practice specialising in the sale
and marketing of new homes for developers on site. In 1994 Jim
opened the first of four estate agency practices in Bournemouth and
Poole and sold the last two of those offices in 2005. Since then
Jim has concentrated on a new homes development company.
Having joined the NAEA in 1986 Jim quickly became am NAEA
Council member. He was elected to the College of Fellows, became a
member of the Executive, Chaired the Publications and Events
committee for a number of years, and sat on the International Sub
Committee. Jim sat on the Bournemouth and Dorset Branch Committee
and was twice elected Chairman. In 1998 he entered the presidential
team leading up to his Presidential year in 2001. Jim continues to
sit on the Land, New Homes and Rural Estate Agency committee. Jim
has participated in Disciplinary Tribunals since the mid
1990's, latterly as a chair.
Ordinary members
Richard Copus
Honoured Fellow of the
NAEA, Fellow of NAVA and holding the CPEA, Richard started his
career in law and became an estate agent in 1980. He ran the
residential property sales division of an established Devon firm of
chartered surveyors for 21 years, set up in business on his own 7
years ago specialising in period property and barn conversions.
Richard now heads the Distinctive Homes division of Woods estate
agents in south Devon.
He has been actively involved in
the NAEA for 25 years and is a past branch chairman and former MAF
member. Richard sits on the Divisional Council and has been a
Disciplinary Tribunal member for 8 years. He enjoys working
with the media and is the West Country's Regional Executive.
Richard takes a particular interest in compliance issues and
periodically gives advice to other practitioners and trading
standards officers.
David Coleman
In 1974 David commenced employment with a general practice firm
in south Birmingham, Chartered Surveyors Hollier Son &
Co,
The firm now trades as Hollier Browne where David is a
Partner. David initially trained as an Estate Agent and
Building Society Surveyor involved in commercial, agency and
management.
In recent years David has headed a large residential, letting
and block management department. He specialises in Leasehold Reform
Act valuations and LVT (Tribunal work).
David has sat on NFOPP's Disciplinary Panel for the last four
years. He has also sat on ARLA Divisional Council (and it's former
National Council). David is a Chartered Surveyor and Fellow of both
the NAEA and NAVA.
Peter Light
Peter set up his own company as a sole
principal, specializing in residential sales and some block
management; eventually, opening four offices in total.
Currently involved in management and refurbishment of residential
and commercial developments.
He joined the NAEA in the late
1960's and was awarded Honoured Fellowship in 1977 and later
elected National President in 1982-83. Between 1973 and
the NFoPP restructuring in 2011, Peter was the longest serving
member of the NAEA Council, Executive Committee and Members
Advisory Forum. During this time he was Chairman or a Member
of the majority of the major committees in the Association
including The Disciplinary Sub-Committee and Tribunals.
When the NAEA ran its own education
scheme he conducted all the oral examinations at The College of
Estate Management at the University of Reading. Currently
Peter is a member of the NAEA International, College of Fellows and
Benevolent Fund Committees.
Jacqueline Stone
Jacqueline joined the Connells
Group in 2003. She started in the Compliance & Legal Services
Department in 2006 and she is now Compliance Partner. The
Department ensures that legislation and company directives are
adhered to by a large network of branches to ensure highest
standards of professionalism are maintained. Her day-to-day
activities are somewhat wide reaching but include providing
legislative and practical advice to the group and dealing with
complainants when things go wrong; assessing and investigating
their issues and undertaking formal reviews to try to achieve
satisfactory resolution, and liaising with third party bodies,
including The Property Ombudsman, where this has not been
possible.
After experiencing 'front end'
residential estate agency at first hand Jacqueline wanted to
formalise her practical knowledge and completed the NFoPP Level 5
'Diploma in Residential Estate Agency'. Having obtained the
Diploma she joined the National Association of Estate Agents as a
Fellow Grade Member.
Mary Charsley
After a career in banking and a break of seven years to have a
family Mary started working in Lettings in 1994 when she joined
Chancellors as a part time negotiator based at their Sunningdale
office. After returning to full time employment she went on
to manage the Sunningdale office for several years.
In 2001 she joined APW to run their recently acquired
Sunninghill business where she is still based. She is the
Compliance Officer for the company and at the end of 2011 was made
an Associate Director.
Mary has been a keen member of ARLA since joining the profession
and became a Fellow after passing her Level 2 exam in 2007. In 2011
she was appointed MAF rep for Region 18 and has really enjoyed
being a point of contact for members and organising Regional
meetings.
Mary's day to day work includes negotiating deposit disputes and
dealing with customer complaints. She is absolutely committed to
making the public aware of the benefits of dealing with a regulated
agent.
Lay representatives
Noel Hunter
Noel is currently Chairman of the
Steering Board of the National Measurement Office, Chairman of the
Consumer Code for Homebuilders and a member of The Property
Ombudsman Council. He is also a Vice President of the Trading
Standards Institute and a former Chairman of the Institute and a
Warden of the Birmingham Assay Office. He serves as a Director of
two local charities, WCS Care Group Ltd which he chairs and Myton
Hospices.
His background is in Trading
Standards Regulation and until 2006 was a Director of Warwickshire
County Council. He has also served in non executive roles on the
National Consumer Council, the Financial Services Authority and the
Banking Code Standards Board.
He has served as an independent
member of NFOPP Tribunal and Appeal panels for the last five
years.
Simon Buckler
Simon investigates
complaints made against members of IOSH, a chartered professional
body, and presents cases to disciplinary panels. Simon had similar
responsibilities at RICS.
His other employed roles have been
in statutory regulation with The Insolvency Service and The
Gambling Commission. In the former he wrote reports used in
evidence in civil proceedings under section 6 of the Directors'
Disqualification Act 1986, and in the latter he prepared reports
for personal licence reviews where the fitness of the holder for
certain gambling industry roles was in question.
Simon has a post-graduate
qualification in investigative practice and extensive experience of
face to face interviewing. He has been assisting NFOPP in a lay
capacity since Autumn 2010.
Steven Shaw
Steve is currently Chief Town Planner
for the Olympic Delivery Authority and has been involved in
planning and building the Olympic Park and main venues since the
successful bid in 2005.
Previously he
worked for the Strategic Rail Authority, the London Docklands
Development Corporation and in local government.
He has a BSc and
NVQ in Management. Most of his career has been in regulatory
functions and he is very interested in raising professional
standards through development and enforcement of effective Codes of
Conduct.
He is currently a
Lay Member of the Information Rights Tribunal (hearing Freedom of
Information Act appeals) and the Bar Standards Board Professional
Conduct Committee (assessing complaints about barristers).
He was formerly
Chair of an East London & the City Health Authority Service
Committee hearing complaints from patients.
Stephen Shaw
For the past two years Stephen has
been Chief Executive of the Office of the Health Professions
Adjudicator (OHPA) - a new statutory organisation that was intended
to take over from the General Medical Council (GMC) in respect of
the responsibility for adjudicating Fitness to Practise (FtP)
hearings for doctors. Although the Government has decided not
to proceed with the OHPA programme, many of its proposals for
modernising and streamlining FtP procedures have now been adopted
by the GMC itself.
Before joining OHPA
Stephen was the Prisons and Probation Ombudsman
for England and Wales for ten years. His
role included the investigation of complaints and the investigation
of all deaths in prisons and immigration removal centres. As
Ombudsman he conducted a range of investigations in a personal
capacity, including the year-long Government inquiry into the riot
and arson at Yarls Wood immigration centre, an investigation into
the death of the serial killer, Harold Shipman, and inquiries into
a range of disciplinary matters.
Stephen also served as one of two independent
members of the Parole Board's review committee that considers the
cases of released prisoners who have committed serious further
offences.
Gillian Fleming
Gillian Fleming was the
lead Ombudsman for property at Ombudsman Services, resolving
complaints from consumers about residential managing agents,
chartered surveying firms, surveyors, estate agents, letting agent
and other property professionals.
Gillian began her career in
Citizens Advice and has extensive experience of deciding complaints
about professional services including building control and
planning, local government and in the health sector. She has also
been involved at Board level as a non executive director of a
Foundation Trust Hospital and as a member of the Executive Team at
Ombudsman Services.
Gillian chairs healthcare
regulatory panels and works independently in dispute resolution and
complaint handling. She is an accredited mediator and a member of a
statutory tribunal and of the Chartered Institute of
Arbitrators.
Clive Wood
Spending the last four years of his
police career seconded to the United Kingdom Border Agency's Crime
Directorate Clive worked on transforming the Agencies approach to
Serious and Organised Immigration Crime.
Previously he worked in varied
posts within Leicestershire Constabulary including a period as an
Investigating Officer in the Complaints & Discipline
department. He conducted over 200 investigations into allegations
of police officer misconduct. During this time he worked closely
with the Independent Police Complaints Commission representing the
Service on a group developing guidance to the Police Service on the
investigation of allegations of racism.
As Vice Chair of the Corporation of
South Leicestershire College he has experience of chairing
independent appeals tribunals.
