Apprenticeship standards for the housing and property management sector are being reformed as part of the Richards Review. It's absolutely crucial that our members take part in the consultation process which ends on 30 January 2015.

This is a unique opportunity for you to help raise the profile of the industry and ensure that an apprenticeship in housing and property management is valued by the industry.

With your help the reforms will ensure that working within the sector is an attractive proposition for people leaving education or looking for a new career. Let's give the next generation of property professionals a strong foundation on which to build so they can go on to succeed in a rewarding long-term career. So, please get everyone in your company involved in the consultation, including any existing apprentices. 

Encouraged by Government, but led by employers the reforms aim to:
• Increase the quality of apprenticeships - an apprentice will need to demonstrate their competence through rigorous assessment.
• Put employers in the driving seat - in future, apprenticeships will be based on standards designed by employers.
• Simplify the system - the new employer-designed standards will describe the skills and knowledge that an individual needs to be fully competent in an occupation.

The new standards will set the future direction of training and skills funding for apprenticeships. By 2016 all existing apprenticeship ‘frameworks’ and funding formulas will cease to operate and be replaced by these new apprenticeships.

To trial these new arrangements, the Government introduced the Trailblazer programme. The Housing Sector is part of the Phase 2 and Phase 3 Trailblazer Apprentice Standards reform.

In autumn 2014, Phase 3 Trailblazer commenced. This new phase saw a partnership of Housing sector employers and representatives come together to lead the development the of Level 2 and Level 4 Housing/Property Management apprentice standards.

Consultation Window
The consultation window is open from 5th January to 30th January 2015.

Consultation Objectives
• To achieve feedback from stakeholders across the Housing sector including existing Apprenticeship users; non-Apprenticeship users and all sizes of businesses.
• To demonstrate an employer consensus for the Housing/Property Management Level 2 and Housing/Property Management Level 4 standards that they embody good practice by government and employers.
• To demonstrate an employer and learning organisation consensus for the Level 3 Housing/Property Management assessment methodology.

Target Audience
• Trailblazer 2 - for the Level 3 Housing/Property Management assessment the target audience is housing/property sector employers, learning providers and awarding bodies.
• Trailblazer 3 - for the Level 2 and 4 Housing/Property Management standards the target audience is housing/property sector employers and organisations with interests in this sector.
