Coventry City Council's proposals for two new licensing schemes

Coventry City Council is consulting on two proposals that will place tighter controls on the standards of private sector landlords and the behaviour of tenants.

You and your landlords can have your say on the two proposed schemes - Selective Licensing and Additional Licensing - including on fee structure. The closing date is 20 March 2019.

Wards affected by the Selective Licensing scheme are: Earlsdon, Foleshill, Henley, Holbrook, Longford, Lower Stoke, Radford, St Michael's, Sherbourne, Upper Stoke, St Michael's, Sherbourne, Upper Stoke, Whoberley, Wainbody, Westwood and Wyken.

Coventry Selective Licensing

Coventry City Council also have a great interactive map for the proposed selective licensing scheme. Simply enter the address details in the search box and click on the automated dropdown options. The areas with dotted red are selective licensing areas.

Penalties
As is the case with all Selective Licensing schemes, applicants will need to meet 'fit and proper' person criteria. Failure to licence a property that is required to be licensed would be a criminal offence which could result in a prosecution or a fine of up to £30,000.

Proposed Fees
The proposed annual license fee is £540, but subject to meeting the criteria, landlords can apply for a five year license which will bring the annual fee down to £380. Renewals are proposed at £415.

Additional Licensing
Additional Licensing is proposed city-wide and would apply to Houses in Multiple Occupation (HMOs), which fall outside of the mandatory HMO licensing definition.

The proposed annual license fee is £1055, but subject to meeting the criteria, landlords can apply for a two year license at a cost of £705, or a five year license which will bring the annual fee down to £640. Renewals are proposed at £545. Where a property is found to be operating as an unlicensed HMO for 12 weeks or more the fee for an annual licence is proposed to be £1,250.00
