Welsh Government release further advice for PRS

The Welsh Government has updated its information for letting agents and tenants relating to repairs that builds on the guidance they released on 25 June 2020 for home moves in Wales.

The information released today reiterates that despite the Coronavirus pandemic landlords and letting agents are still responsible for keeping a property safe and in good repair and they can carry out repairs, maintenance, or property related services in an occupied property.

However, the Welsh Government has advised that professional judgement should be used when considering whether to carry out non-urgent repairs and maintenance work or any other property-related service, such as mid-term rental inspections.

Furthermore, letting agents and landlords should communicate with their tenants when planning any repairs and maintenance and should also allow tenants to make their own personal judgement as to whether allowing access to the property is necessary.

Importantly, if a letting agent or landlord visits a property in Wales, it is vital that they and the tenant follow the Welsh Government’s Guidance on Social Distancing and Guidance on Going into Other People’s Homes.

The Welsh Government advises that no work should be carried out in any household which is isolating or where a person who is classed as extremely vulnerable is undertaking ‘shielding’ measures unless it is to repair a fault that poses a direct risk to someone’s safety.

In addition, guidance has been issued to local authorities highlighting that enforcement in the private rented sector should be focused on responding to emergency situations.
