Manchester City Council to hold HMO drop-in events

All private landlords and/or agents who let out a property from 1 October 2018 to five or more unrelated people who share amenities (kitchen, bathroom, etc.) must obtain a licence in order to continue operating and comply with legislation.

On the back of the new rules and changes to houses in multiple occupation (HMO) licensing, Manchester City Council will be hosting drop-in events to help landlords gain more information.

Who needs a HMO licence?

Previously, mandatory licensing only applied to properties that fit the above criteria and were three or more storeys. However, the storey element of the criteria has now been removed. Therefore, all properties with five or more unrelated occupiers sharing amenities will need an HMO licence.

Applying for a licence

In most cases your local council should have an online application system for landlords and agents to apply for a licence – you simply just need to enter the postcode of the property. If not, you should contact your local council in order to follow their application process.

Manchester City Council Drop-in events

People are invited to attend one of their drop-in events that are being held in May 2019, where landlords can find out more about the changes to mandatory HMO licensing and the new licensing conditions. The sessions will be held on:

  • Thursday 16 May, 3–7pm Moss Side Powerhouse Library, 140 Raby Street, Moss Side, M14 4SL
  • Wednesday 22 May, 2–7pm Abraham Moss Library, Crescent Road, Crumpsall, M8 5UF

Enforcement

Landlords should be aware that failure to obtain a licence may result in enforcement action, which could mean a financial penalty being issued for up to £30,000 or legal proceedings being taken against you and/ or your managing agent.

Any enforcement action will be taken in accordance with the Council’s corporate enforcement policy.
